Installer not using selected language during install

I saw another thread that talked about this. I have installed this on two i7 windows 10 fully updated.

The installer behaved the same way. I select English, it accepts, but remains in default language through the installation.

After install is complete, the program starts in English.

I was able to get through it the 2nd time because kind of knew what it was expecting during the install.
